1. Can you tell me more about Best Trash?

Best Trash LLC is a Texas-owned company that works in the Houston metro area and provides service to more than 200,000 customers with the potential to serve many more. Staff has decades of experience in the solid waste industry and has never lost a contract due to service issues.

2. I liked the service I had. Why is the City changing companies?

The City was able to receive a better service rate from another company to provide the same, if not better, trash service to residents. Waste Management’s offer would have increased rates, which would have increased your trash bill.

3. Will my trash costs increase?

No. The good news is with this new service, your rate will remain the same. That was another factor in switching providers.

4. When do I need to put my trash and recycle bins out?

By 7 AM on your scheduled pick-up day.

5. What if I fill up my trash bin before trash day?

Good news! Best Trash will pick up trash bags (30-gallon bags or smaller) as long as they are next to the trash bins on pick-up day. 

Important Note: Limit is 10, 30-gallon bags.

6. Can I use my trash can I purchased?

You can use your old trash can as long as it is between 30-50 gallons in size. You will not be allowed to use your Waste Management bin because the company has to collect the bins.

Calypso Cove- Park Policies

1. Are guests allowed to bring outside coolers into the park?

Guests may bring in one cooler per party, at no cost. Glass, knives, and alcohol are prohibited. All beverages must be factory sealed. Also no chairs, wagons, or carts may be brought in.

2. Does Calypso Cove have a dress code?

We ask that our Guests dress appropriately for our family environment. Clothing with offensive material, thong bikinis, or other revealing swimwear will not be permitted inside the park. Please refrain from displaying undergarments or wearing low-riding garments. Anyone entering the water or using a Water Park attraction must be attired in a swimsuit and/or rash guard. An appropriate swimsuit is defined as a swim garment with an affixed/sewn inner lining that is marketed and sold as a swimsuit. Inappropriate attire may damage our pumps, attractions, and chemicals. Gym shorts, cotton clothing, denim, and swim wear with zippers, buckles, or rivets are not permitted on Water Park attractions. Lifeguard gear or other insignia is not allowed for liability reasons

3. Are children required to wear a swim diaper?

Children who wear diapers are required to wear a swim diaper and cover or swimsuit while in the water.

4. Are outside flotation devices allowed in the park?

No outside inflatable flotation devices will be permitted (Tubes/Rafts/Water Wings/Etc.) This also includes baby or toddler rafts or floats and pool noodles. Lifejackets must be U.S Coast Guard approved, and should be worn by weak swimmers. 

5. What is Calypso Cove's weather policy?

Calypso Cove will remain open during periods of rain. However, operations will be temporarily suspended if there is lightning or other severe weather conditions in the area. Attractions will re-open as soon as conditions permit. During heavy rain or storms some and/or all slides may be shut down temporarily for your safety. Absolutely no refunds on daily tickets unless Pirates Bay closes the park due to the weather then you can call and a team member will transfer your tickets to another day that has not yet been sold out. 

6. Is smoking/vaping allowed in the park?

Calypso Cove is a smoke-free environment. We ask that guests refrain from both smoking and vaping within the park and in our front gate area.

For example, a “companion” animal, or an animal that brings “emotional comfort,” or a dog, which serves as “personal security,” does not qualify as a legal “service animal.”

9. Does Calypso Cove have lifeguards on duty?

American Red Cross Certified lifeguards are always on duty during operating hours.

10. Does Calypso Cove have a first aid office?

First Aid is located in the building that houses the ticket booth.

3. What is the process after a request is made?

The City Clerk’s Office will "promptly" respond to your request. Requests are generally completed within 10 business days. However, requests may exceed the 10 business days depending on the amount of information you have requested, but you will receive notification from us by the 10th business day informing you if more time is required to comply with your request or if a request for an Attorney General Opinion is necessary.

Costs for Public Information Records are regulated by the Public Information Act and if it is determined that complying with your request will result in the imposition of a charge that exceeds $40, we will provide you with a cost estimate letter as required by Section 552.2615 of the Texas Government Code. A fee schedule, which was adopted by the City Council listing charges for various services, is available for inspection upon request.

Accident reports are not subject to the Act and may be requested directly from the Baytown Police Department or the Texas Department of Transportation ("TxDOT").

Driving Safety Course Eligiblity

1. Do I qualify for Driving Safety Course if I have a Provisional Driver's License?

Yes, you may qualify to take a Driving Safety Course as long as you meet the other qualifications. 

2. Am I able to take a Driving Safety Course if I do not have insurance?

No, you must be a listed and covered driver on an insurance policy. You will need to to turn in a copy of your insurance card. 

3. I have a commercial driver's license, can I take a driving safety course?

No, you are not eligible to take a driving safety course if you are a commercial driver’s license holder. 

4. I have an out of state driver's license, am I eligible to take a driver's safety course?

No, you must have a valid Texas Driver’s License.

Fire Department

1. Does the City of Baytown have any codes against building a small fire pit in your backyard?

Backyard recreational fires must be:

• Kept under three feet in diameter and two feet high
• Kept 25 feet from any structure.
• Confined to a permanent outdoor fire ring, a portable outdoor fireplace, or a commercially-designed chiminea, No burn barrels
• Must have a garden hose, fire extinguisher, or five-gallon bucket of water nearby.
• Fires are prohibited during times of “burn bans”
• Cannot burn brush, leaves or other debris

2. Are fireworks legal?

Discharge of fireworks within the city limits of Baytown, or within 1,000 feet of the city limits, is a misdemeanor punishable by a fine of up to $2,000. Fireworks stands are located outside the enforcement zone, so any use of fireworks should take place even farther out.

3. Can I burn yard waste?

You can NOT burn yard waste. Only recreational fires are allowed using the guidelines listed in the previous question.

5. What is the difference between an Emergency Medical Technician and Paramedic?

Emergency medical technicians (EMT) receive approximately 150 hours of initial training in basic life support practices. These include providing patients with oxygen when needed, acquiring vital sign measurements, managing injuries, and providing CPR.

Paramedics provide the highest level of out-of-hospital care and receive approximately one year, 1700 hours, of training to achieving national certification. Paramedic training includes approximately 700 hours of classroom education, 300 hours of in-hospital training and experience, and 700 hours of experience working on a medic unit.

6. Why is it necessary for firefighters to break windows and cut holes in a roof?

As a fire burns, it moves upward and outward. Breaking the windows and/or cutting holes in the roof (called ventilation) stops the damaging outward movement and enables firefighters to fight the fire more efficiently and safely.

7. Does it cost me anything when I call 9-1-1 for an emergency?

It does not cost you anything when you call 911 for a fire or EMS emergency. There is a fee if the ambulance transports you to the hospital. The City of Baytown Municipal Codes list the charges for specific response types.

9. Where can I get my blood pressure checked?

You may have your blood pressure checked at any fire station or the fire administration building. However, crews may not be available at all times depending on call responses and trainings. Please call 911 for emergencies.

10. My insurance company is looking for the ISO rating, the distance from the nearest fire hydrant and how close I am to the nearest fire station. Can you provide that information?

Baytown Fire Department received an ISO Class 1 rating on September 1^st, 2018. The list of fire station locations on our website can help you locate the closest station to your home.

The City of Baytown website also provides a GIS mapping tool. The map tool has a fire hydrant layer. You can search your address in the GIS, with the fire hydrant layer on and it will show you any fire hydrants near your home.

11. Can I choose the hospital I am transported to?

No. Medicare/Medicaid regulations require ambulance providers to transport to the closest hospital. The Baytown Fire Department transports patients to Houston Methodist Baytown, unless there is a need for specialized care not provided by the hospital.

12. How do the Baytown Firefighters spend their days? Are they just sitting around waiting for emergencies?

BFD responds to far more than fires. The fire department responds to medical emergencies, hazardous materials responses and rescues and a variety of hazardous conditions. In addition to responding to over 13,000 incidents per year, the fire department keeps busy with many other activities. When not responding to emergencies you may find us testing hoses, testing our apparatuses, attending trainings, cleaning/conducting maintenance on the fire stations, and performing fire prevention activities such as building inspections or fire safety classes.

13. How may I give paramedics access to my door key if I have a medical emergency?

The safest and most effective way to ensure a key is available to first responders is to install a KNOX Residential Box. You can find more information on how to acquire a KNOX Residential Box on our website.  

14. How do I properly dispose of unwanted medications?

The City of Baytown has a medication take back box located at 220 W Defee Ave. 77520, in the lobby of the Baytown Police Department Community Service Bureau.

15. How can I dispose of used needles or syringes?

16. Will the fire department fill up my swimming pool?

Human Resources Risk Management

1. How do I obtain a claim form?

You may submit a claim online or you may contact the Risk Management Division and request a claim form.

2. Who will be handling my claim?

Texas Municipal League Intergovernmental Risk Pool (TMLIRP) is the City's insurance carrier. All liability claims are forwarded to TMLIRP by the City of Baytown’s Risk Management Division. Once your claim has been received, TMLIRP will assign an adjuster to handle your claim. The adjuster will contact you in a few business days.

3. The City of Baytown damaged my property, or I fell on City property. What do I do?

You must complete a claim form and return it to the City's Risk Management Division. You should hear from our insurance adjuster within a few business days.

4. I filled out a claim form and have not heard back from anyone?

Once a claim form is received by Risk Management, we will open a claim with our insurance carrier, the Texas Municipal League Intergovernmental Risk Pool (TMLIRP). If you do not hear from TMLIRP within 5 business days, you may contact them at 1-800-537-6655 or you may contact Risk Management at 281-420-5846.

5. If I pay for repairs, will the City of Baytown reimburse me? What about a rental vehicle?

No. Do not make repairs or incur other costs under the assumption that City will reimburse you when a claim is filed. Furthermore, you should not have repairs made or services performed and billed to the City. The City may settle a claim with you but it may not pay the costs of all the services that you ordered. The City also cannot approve a rental vehicle. That determination is made by Texas Municipal League Intergovernmental Risk Pool (TMLIRP). You may contact them at 1-800-537-6655 . It is our goal to address each claim as fairly and promptly as possible as we understand you may have been inconvenienced by this incident.

6. How long does the investigation process take?

Depending on the complexity and the nature of your claim, it may take several days or weeks for the adjuster to conduct the investigation. An investigation may include a visit to the site for inspection and photographs, contact with the City Department or workers involved in the area or incident and follow up with you for additional information or documentation. Please allow a reasonable period of time to investigate and respond to your claim.

7. When will I receive a determination on my claim?

You will receive a written response to your claim from the assigned adjuster. Depending on the complexity and nature of your claim this may take several days or weeks. Should you have any questions or concerns about the results of their investigation or the status of your claim, please address these to the assigned adjuster or you may contact the Risk Management Division at 281-420-5846.

8. What happens after the investigation is complete?

If your claim is valid and the City is legally obligated to pay, you will receive a letter advising you that your claim has been accepted. At this time the adjuster will advise you of the amount of the settlement and provide you with a Release of Claim Form. You must have your signature notarized and return the original Release to the assigned adjuster. Texas Municipal League Intergovernmental Risk Pool (TMLIRP) will send your settlement check.

9. What if my claim is denied?

If your claim is denied, you will receive a denial letter with an explanation of the reason(s) your claim was denied. There are situations where the City may not be responsible or obligated to pay your claim. For example, there may be another party responsible for the claim, a contractor may be doing work for the City and the contractor may be obligated to pay the claim.

10. What happens once I accept a settlement offer?

The assigned adjuster will send you a claim acceptance letter with a Release of Claims Form which you must sign before a Notary Public and return the original to the adjuster. It may take several days after the receipt of your properly executed Release for the assigned adjuster to process your settlement check. Once you sign the Release and receive the settlement check your claim is concluded and is final.

11. Does the City use Independent Contractors to perform work and can they be responsible for damage they cause during the contracted work?

Yes, the City often uses Independent Contractors and they may be responsible for damage they cause while performing work on behalf of the City. If an Independent Contractor is responsible for your damage, the assigned adjuster will provide you the name of the Independent Contractor.

1. How do I submit files for 3D Printing?

Make sure the file you submit meets the criteria listed below, then send an email with the attached .STL file by clicking the Send File link on this page.

2. What kinds of things can it print?

Original (patron created) designs. We recommend TinkerCAD and 3Dtin for free, easy-to-use browser based software. All designs must be family friendly and not under copyright. 

3. What is the biggest size you can print?

We can only print items that take 7 hours or less time to print. Also, the item can be no longer, taller, or wider than 6 inches in any direction. 

4. What if the link doesn't work?

Email Lesley Kohles and Email Sam Barker, attach the .STL file and include your name and project color. Only one color can be used per .STL file.

5. How long will it take?

Within one week of receipt. You will get an email as soon as it is ready.

6. How much does it cost?

3D printing services are free.

7. Can I request multiple copies of an item?

The library owns two 3D printers and is not able to manufacture items in bulk. Please limit your request to no more than two to three copies per item.

Library - Teen Volunteering FAQs

1. If I apply, do I have to volunteer?

We will assume anyone who submits an application is willing and able to hold their volunteer position for the times they have selected. If something changes before we contact you about a volunteer position, reach out to us and let us know.

2. How long does the program last?

Our volunteer program is run by semester. When you apply for a semester (Fall, Spring, Summer), you will be a volunteer until the end of that scheduled time period. This information is usually on the application. At the end of the semester, if you would like to continue volunteering with us, you can submit an application for the next semester of volunteering.

3. What if the program isn’t working out for me?

We understand that taking on extra work can be stressful, so just reach out to talk to us. We may be able to work with you if you need a slight break, or you can always apply for the next semester’s program. We do ask that you keep this in mind when you are applying, as we rely on the hard work of our volunteers.

4. What happens if I don’t show up?

A lot of people are working together to help make Sterling Municipal Library the welcoming place it is. The first time no-show without notice, the volunteer coordinator will reach out to you. If the problem continues, the position will end and we will not consider any new applications for 6 months.

1. What is the Baytown Utility Services portal?

This portal will provide an easier self-service experience, allowing you a one-stop-shop way to pay and manage your utility account.

2. When will this new portal launch?

The Baytown Utility Services portal will launch on Monday, March 27, 2023.  The old utility payment system will close on Friday, March 31, 2023.

3. How do I access the new Baytown Utility Services portal?

Starting on March 27, 2023, you will use the new customer and account numbers (found in your direct-mailed letter from the City and/or the utility bill) to create a profile found by clicking on the link on this page.

4. Can I use my current account numbers?

No. Customers will be required to register for a new online profile and cannot use their existing utility services portal login.

5. I'm moving soon. How will this impact the new customer and account numbers?

The customer number will stay with you as long as you stay in Baytown, but the account number will stay with the current property address.

6. Will this change impact current City utility services to my home?

No. Your services will stay the same. The new system was created to improve the customer experience and make it easier to pay and access your bill.

7. Can I still pay the way I have before?

You can still pay your bill in person, by mail, and at night drop locations. You can also stop by Food Town, Walmart, Kroger, Joe V's, and Ace Cash to pay your bill.

8. Can I still pay by phone?

3. Does Pirates Bay have lockers available?

Lockers are available in a variety of sizes in the front and back of the park and range in price from $8-$13 for daily use.

4. What happens if I lose something at Pirates Bay?

Pirates Bay keeps lost and found items in the First Aid office for 72 hours. Please Email Pirates Bay to identify an item you may have lost at the park.

5. Does Pirates Bay have a gift shop?

Yes, the Shipwreck Souvenir Shop sells souvenirs, tank tops, children's rash guards, sun screen, sun glasses, snacks, towels, waterproof phone cases, swim diapers and more.

6. Is Pirates Bay accessible for the disabled?

Pirates Bay strives to assist guest with disabilities. Please speak to a supervisor about any needs you may have, or call us before your visit at 281-422-1150.

7. Does Pirates Bay have lifeguards on duty?

American Red Cross Certified lifeguards are always on duty during operating hours.

No, parking is always free at Pirates Bay.

11. What if my party gets separated at Pirates Bay?

If you have lost a member of your group, please notify a Supervisor. Supervisors can be identified by their blue polo shirts and radios.

12. Does Pirates Bay donate tickets to local organizations?

Local organizations with a 501(c)3 tax exempt form may request donations from Pirates Bay by Emailing Pirates Bay. 

13. Does Pirates Bay accommodate for food allergies?

As much as we would like to accommodate guests with food allergies, we are not the food manufacturers/suppliers (we get all food and beverage product from third parties), and as such, we regret to inform you that the park cannot, and does not, make any representations or guarantees regarding the allergy-free contents of any foods or beverages. At a minimum, guests with allergy concerns should avoid any foods or beverages unless they are packaged, and you are 100% confident in the manufacturer/supplier which has provided the Park with such food or beverage. Foods that are in any way unpackaged, prepared, or handled by the Park (as opposed to packaged goods, provided to you in a sealed package), have a higher risk of contamination with other products containing allergens.

2. Does Pirates Bay have a dress code?

We ask that our Guests dress appropriately for our family environment. Clothing with offensive material, thong bikinis, or other revealing swimwear will not be permitted inside the park. Please refrain from displaying undergarments or wearing low-riding garments. Anyone entering the water or using a Water Park attraction must be attired in a swimsuit and/or rash guard. An appropriate swimsuit is defined as a swim garment with an affixed/sewn inner lining that is marketed and sold as a swimsuit. Inappropriate attire may damage our pumps, attractions, and chemicals. Gym shorts, cotton clothing, denim, and swim wear with zippers, buckles, or rivets are not permitted on Water Park attractions. Lifeguard gear or other insignia is not allowed for liability reasons.

3. Are children required to wear swim diapers?

Children who wear diapers are required to wear a swim diaper and cover or swimsuit while in the water.

4. Are outside flotation devices allowed in the park?

No outside inflatable flotation devices will be permitted (Tubes/Rafts/Water Wings/Etc.) This also includes baby or toddler rafts or floats and pool noodles. Lifejackets must be U.S Coast Guard approved, and should be worn by weak swimmers. 

5. What is Pirates Bay's weather policy?

Pirates Bay will remain open during periods of rain. However, operations will be temporarily suspended if there is lightning or other severe weather conditions in the area. Attractions will re-open as soon as conditions permit. During heavy rain or storms some and/or all slides may be shut down temporarily for your safety. Absolutely no refunds on daily tickets.

6. Is smoking/ vaping allowed at the park?

Pirates Bay is a smoke-free environment. We ask that guests refrain from both smoking and vaping within the park and in our front gate area.

7. Can I bring chairs, tents, or umbrellas into Pirates Bay?

No outside tents, umbrellas, tables, chairs, wagons, or carts may be brought into the park.

8. Are pets allowed inside of Pirates Bay?

No Animals. Animals of any kind (e.g., dogs, cats, rabbits, gerbils, lizards, snakes, pigs, hamsters, turtles, birds, tarantulas, rats, mice, monkeys, ferrets, mini-horses, etc.) are not allowed in the park, except for legally-defined service dogs or as may otherwise be required by law to assist those with disabilities (“disabilities” being defined by the Americans with Disabilities Act or other applicable laws). A “service animal” is defined by law, and not by a person’s personal desires. For example, a “companion” animal, or an animal that brings “emotional comfort,” or a dog, which serves as “personal security,” does not qualify as a legal “service animal.”

9. Can I bring in beach balls, soccer balls, baseballs, footballs, etc.?

Out of concern for the safety of our guests, we do not allow any sporting equipment into the park.

10. Do you allow drones in the park?

Use of drones (in, over, or around the waterpark), whether for photographic purposes or otherwise, is strictly prohibited (unless the user has been granted written, contractual permission for that specific instance from an officer of the waterpark). Violations may subject the user to immediate ejection, confiscation of the drone, and referral of the matter to authorities. Drones are a serious safety hazard to ride operations, park operations (including electrical facilities), and to the park’s guests and personnel.

1. When should I call 911?

To stop a crime, report a fire, or save a life. Call 911 anytime an emergency response is required by law enforcement, fire, or medical personnel. You should call 911 anytime there is an actual emergency. If you are unsure, call 911 and the dispatcher will make the final determination.

2. A Baytown Officer was very thoughtful in my time of need, how can I send a compliment to his/her supervisor?

The department knows the importance of recognizing employees who have demonstrated acts of kindness and also knows the importance of protecting the community from employees who have demonstrated acts of misconduct.  If you like to submit a compliment or a complaint on a Baytown Police employee, you may submit an online form.

3. How do I become a Baytown Police officer?

4. Why haven’t I heard from my detective yet about the status of my case?

The case must be submitted through a computerized system that checks for errors and routes the report to the appropriate division. Once the case arrives to the correct division, a supervisor must assign the case to a detective. Once the case is assigned, it is prioritized by the detective. If there is an error in the way the report was written or filed a delay is possible. If the detective is working weekends, nights, or hours outside of the time the case was assigned a delay is possible.

6. How do I sign up for the Citizens Police Academy?

1. What do I wear?

Remember this is a physical self-defense class so wear loose clothing or comfortable athletic clothing. Athletic shoes are recommended, no opened-toed shoes, sandals, or heels. No jewelry will be permitted during the physical aspect due to the chance of damage to the equipment.

2. What is the attendance policy?

Please be prepared to attend all 12 hours of the course.  The 12-hour course sessions are usually divided in two 6-hours class, three 4-hour classes or four 3-hour classes.   All class sessions builds on the next, therefore attendance is important.  Space is limited, so only register if you can guarantee the time to attend.

No. This program is designed for the average woman who has no previous experience or background in martial arts.

This class is offered free to all who wish to attend.  However, because the class is limited and fills up fast, a $25 refundable deposit is required to hold your spot.

6. How old do I need to be to attend this class?

You have to be at least 16 years of age or older.  We do welcome participants between the ages of 13-15 years of age, but they must be accompanied in the class with an adult female.

7. Do I have to be a City of Baytown resident to attend?

No, this training is open to anyone who wishes to attend.  

8. What are the times for the classes?

Classes are 12 hours longs and broken up into either (two) 6-hour sessions, (three) 4-hour sessions or (four) 3-hour session.  All sessions are conducted on different days.  The 6-hour session usually runs from 9am - 3pm, the 4-hour sessions usually runs from 9am - 1pm and the 3-hour sessions usually are from 6:30pm - 9:30pm each day.

1. Can I pay my bill at any other location?

Yes.  The Food Town on Garth, Baker, and North Main, Wal-Mart on Garth and Highway 146, Kroger on Garth and Alexander Drive, JoeV’s on Garth, and Ace Cash, both Garth locations.

To avoid late charges, payment must be received in the Utility Billing office by 4:00 p.m. on the due date.

2. Do you accept credit cards by internet or phone?

By internet, yes.  Mastercard, Visa, and Discover credit cards. You can pay online by visiting our online payment portal.

3. Do you charge a late fee?

Yes.  The late charges are 10% of the water, sewer, garbage, and Municipal Drainage Utility Service (MDUS) charges.

Payments left in the night drop after 4:00 p.m. on the due date are considered late and will have a late fee assessed.  Payments made using Official Payments are posted the next business day when funds are received and therefore are considered late.

5. Do you send a notice before water is disconnected for non-payment?

Yes.  The Utility Billing office sends a notice of non-payment in the form of a letter once the account is past due and at least eight days prior to the proposed termination date.  The letter states the date by which payment must be made to avoid service interruption.

6. How much is the deposit?

If you own the property, the deposit is $50.00 per unit.  If you are renting or leasing, the deposit is $200.00 per unit.  Business and commercial deposits are calculated based on comparable business use applied to current rates.  There is also a $30.00 service fee per meter. 

7. Is my payment posted to my account the same day it is received?

Payments received in the Utility Billing office before 4:00 p.m. Monday through Friday are posted the same day received.  Payments placed in the night drop box or paid online are posted the next business day.

8. Is there a charge for transfer of service?

Yes.  There is a $25.00 service charge to transfer service and the bill must be paid to date.

9. What are my payment options?

The City accepts cash, check, money orders, automatic bank draft, and a credit card with proper identification.

10. What determines the amount on my utility water bill?

This is determined by water usage recorded on your individual water meter, which is read monthly.  The number of occupants of the home, the size of the home, and the size of the lawn are some of the possible factors that my or may not apply.  The meter tells us exact usage.

11. What if I cannot pay my bill? Is there a place in Baytown that will provide assistance?

12. What is the MDUS fee on my bill?

The MDUS fee stands for Municipal Drainage Utility System.  Please contact the Engineering Department at 281-420-6545 for more information.

13. What will I need to pay if my water is disconnected for non-payment?

The past due amount plus a $50.00 delinquent fee. If all outstanding charges or fees are paid in the Utility Billing office before 2:00 p.m., the water will be reconnected the same day. If payment is made after 2:00 p.m., water will be restored the next business day

14. When am I charged a $50.00 delinquent fee?

The $50.00 delinquent fee is automatically generated and charged, if the past due amount is not paid in the Utility Billing office before 4:00 p.m. on the notice for non-payment due date.

15. When can I make a payment arrangement?

At any time authorized by Utility Billing prior to your payment due date.  Once services have been disconnected, a payment arrangement is not available.  All payment arrangements must meet eligibility requirements. 

16. When payments are mailed or paid online, when is the payment applied to my account?

Once the funds are physically received in the Utility Billing office, which generally takes 1 to 3 days depending on the method used. We encourage you not to use these methods if you have received a delinquent disconnect notice.

17. When will I get my deposit back?

When the account is closed, the deposit is applied toward payment of the final billing.  Any credit balance is refunded to the customer by check after the final bill has been processed.

18. Why is my bill so high?

A leak can cause higher usage also seasonal usage such as lawn watering, children’s wading pools, filling pools, additional laundry, and washing automobiles.  Also, a misread or defective meter can cause a high bill.  Your options in case of a leak:  Perform self leak test, request a meter reread ($10.00 charge), or request a meter test ($25.00 charge).  We encourage you to notify us immediately.

19. Can I look up my utility billing account on this website?

You will need to register on the Utility Service payment portal to have access to view your bill on this website.

20. Do you have a drive through window or a night deposit box?

No. The night deposit boxes are located in the front and rear of the Utility Billing Office.  Payments placed in the night deposit box are posted the next business day.

21. How can they read my meter when it's full of water or has grass grown over it?

With the implementation of Automated Meter Reading (AMR), readings are obtained electronically even if the meter box is full of water or has grass grown over it.  The ProRead registers are sealed and transmit through a Meter Interface Unit (MIU) located in the meter box lid which picks up the readings emitted by radio frequency.

22. How do you figure the sewer charge?

Residential sewer charges are based on the customer’s monthly water consumption with a cap of 12,000 gallons per month.  Commercial sewer charges are based on the customer’s monthly water consumption with no cap.

23. How is the meter read and when?

Readings are obtained electronically with a special "drive-by" computer, which picks up the readings emitted by radio frequency through a Meter Interface Unit (MIU). Customers are billed in thousands of gallons so not all dials are used in calculating the bill. The last two digits on the right are dropped when entering the reading for billing, i.e. 547413 is read 6474. The previous reading is subtracted from the current reading to calculate the amount of water used between readings. The meter is read each month.

24. Is the water tested?

Yes.  BAWA, Baytown Area Water Authority, tests for quality control 24 hours a day.  They have 94 sampling points, per month, throughout the City of Baytown.  The Texas Commission on Environmental Quality (TCEW formerly TNRCC) also conducts tests periodically.  BAWA was the fourth plant out of over 500 treatment plants in Texas to receive the Texas Optimization Program (TOP) status.  BAWA goes above and beyond the minimum limits set by TCEQ.

25. Where does our water come from?

Baytown Area Water Authority (BAWA), a surface water treatment facility which receives their raw water from the City of Houston.

26. Why are the payments mailed to a post office box in Houston?

The City has a contract with Cadence Bank in Houston to process payments through our lock box.

27. How do I check for a leak?

Turn off all indoor and outdoor faucets and water operable appliances.  Go to your meter and open the black lid.  You may need a flashlight to wake your meter.  Shine the flashlight on the meter.  If a small faucet with a drip of water appears, you have a leak.

28. What are the most common causes of a leak?

Dripping faucets, leaking joints, and running toilets.  Toilet leaks are the hardest to detect.  Sometimes it takes months before you can hear a toilet leaking.
